  • A visual assessment is a regulatory inspection method used to identify deteriorated paint and potential lead-based paint hazards in a property. Unlike a full lead inspection (which determines where lead-based paint exists), a visual assessment focuses on whether any paint—lead or not—is deteriorated in a way that could create exposure risks.

    It is required for:

    • HUD-assisted housing

    • Ongoing lead-safe maintenance

    • Post-renovation clearance checks

    • Annual re-evaluations in properties with known or presumed lead-based paint

    • To locate all surfaces coated with lead-based paint.

    • To provide a comprehensive map of lead-positive components.

    • To support renovation planning, compliance, real estate transactions, and HUD/EPA requirements.

    • To establish a baseline record for long-term property management and liability protection.

  • A lead risk assessment is a comprehensive, regulatory evaluation designed to determine whether lead-based paint hazards are present in a property. Unlike a lead inspection—which identifies where lead-based paint exists—a risk assessment focuses on actual exposure risks and provides specific recommendations to reduce or eliminate those hazards.

    It is required for:

    • HUD-assisted housing

    • Properties where a child has an elevated blood lead level

    • Pre-renovation planning in older housing

    • Compliance with federal, state, and local lead hazard control programs

  • A lead clearance is a regulatory process performed after lead hazard control work, renovation, repair, painting, or interim controls. Its purpose is to verify that the work area is clean, safe, and free of hazardous lead dust before occupants re-enter.

    Clearance is required under:

    • EPA’s Renovation, Repair, and Painting (RRP) Rule

    • HUD Lead-Safe Housing Rule

    • State/local lead programs

    Lead-Safe Certification refers to EPA’s requirement under the Renovation, Repair, and Painting (RRP) Rule. It applies to contractors, landlords, and property managers who disturb paint in pre-1978 housing or child-occupied facilities.
